ABOUBACAR Said Anli is a Comorian physician and statesman. With a medical education (Guinea, 2002) and expertise in public health (Benin, 2007), he has devoted more than 19 years to the national health system, holding strategic positions such as Director General of Health and Secretary General of the Ministry of Health.
Elected as a Member of Parliament in 2025 with 98.5% of the vote, he has represented the Union of the Comoros on the WHO Executive Board and actively participated in international forums. He is currently the Senior Minister in charge of Energy, Water, and Hydrocarbons, where he leads governance reforms and the modernization of energy infrastructure.
His work aims to strengthen equitable access to resources and promote sustainable partnerships. An expert in leadership and monitoring & evaluation, he is proficient with digital tools and fluent in French
